APELSCIDLA/DPOR has issued guidance to localities on the scope of practice of surveying. It says, in part, government agencies "should not adopt more restrictive rules, standards or specifications that limit the scope of practice of licensed professionals" in surveying. 

This guidance is a victory for VAS, as it was requested by the association as a result of certain local government actions (including Accomack County) that would have imposed limits on what surveyors are licensed to perform under state law.

Judy Hite Obituary and Memorial Service Information
HITE, Judy Sheridan, age 73, of Mechanicsville, died on Friday, August 19, 2016. Judy retired as an executive secretary with the Virginia Association of Surveyors. She was preceded in death by her parents, Roy Lee and Margaret Sheridan. She is survived by her husband, Russell R. Hite; one son, Russ Hite and wife, Kerri-Lyn; one daughter, Kathy Caldwell and husband, David; one brother, Wayne Sheridan and wife, Gayle; and four grandchildren, Morgan, Sadie, Karsen and Casey. Graveside services will be held 1 p.m. Wednesday, August 24, 2016, at Signal Hill Memorial Park, Hanover, conducted by Rev. Larry Frakes.


Workforce Development
The VAS Board of Directors adopted a motion at its meeting in Norfolk in January calling on the National Society of Professional Surveyors (NSPS) to explore and develop a Geospatial workforce development initiative to address the need to attract younger people to become the next generation of surveyors and to recruit more Americans to earn PhD degrees in order to teach surveying n America's colleges and universities. Thanks to the leadership of Steve Douty, this action will receive attention at the NSPS national conference later this month.


Legislation in General Assembly
VAS is tracking several bills pending in the Virginia General Assembly. Of particular note, HB 1118 and SB 614, which would have denied surveyors the right-of-entry for certain pipeline projects, has died. VAS sent letters to legislators opposing the bills. A full legislative report will be made available to the membership when the General Assembly adjourns later in March.

The VAS Board recently approved a Member-Get-A-Member campaign. If you are a current member and recruit a new VAS member, we'll provide a credit toward your next year's VAS and NSPS dues!

The Member-Get-A-Member incentive is a 20% discount for recruiting each new regular voting member of VAS (5% discount for associate members) not to exceed 100% (does not include chapter dues). Bring in five new members and you'll receive a full year's credit of your VAS and NSPS dues. The new recruits excludes newly licensed surveyors who have been contacted by VAS.

Virginia Association of Surveyors Names Michael Starling as New President

The Virginia Association of Surveyors (VAS) announced today that Michael Starling has assumed the office of President of the association for 2016.

Mr. Starling was sworn in at the VAS General Membership Meeting and Convention held January 21-23, 2016 in Norfolk, VA.

Michael is the owner of Shoreline Surveyors, in Accomac, Virginia. Starling began his career in surveying in 1988, received his license in 2002, and started Shoreline Surveyors in 2005.

Michael has been a member of the Virginia Association of Surveyors since 2003.  He has served on the board of the Tidewater Chapter from 2005 to 2014, and as First Vice President of VAS from 2014-2015.

Michael succeeds David Gardy, owner of Gardy and Associates of New Kent, VA, after a successful term as President.

"I am excited and honored to take on this new role within the Virginia Association of Surveyors," said Starling. "I hope to continue the traditions of the VAS while leading the association and the surveying profession in new initiatives."

VAS recently introduced a new logo, will launch a new website in the spring, began a strategic planning process, and is developing new programs, educational instruction and networking opportunities for surveyors across the Commonwealth.


Virginia Association of Surveyors Announces Plat Contest Winners
Surveyors from across the Commonwealth showed their best work in the Plat Contest held at the Virginia Association of Surveyors General Membership Meeting and Convention held January 21-23, 2016 in Norfolk, VA.

The annual Plat Contest judges adherence to the minimum standards set forth by NSPS and VAS, and entries are judged by a panel of out of town guests. Categories include Subdivision Plats; Topographical Maps; ALTA/ACSM Survey Maps; Miscellaneous Maps; and Boundary/Cadastral Maps.

The following winners were announced at the Awards Luncheon on January 23. First and second place winners in each category are invited to enter their winning plats in the 2016 NSPS Map/Plat Design Competition.
