VDOT - Updates-Right of Entry, Presciptive Right of Way, & Survey Manual


An overview of the latest changes to Title 25 & 23 (right of entry), review of the prescriptive right of way guidance provided by DPOR incorporated into the VDOT Survey Manual, and a brief review of the revised Survey Manual.

Shane Murphy

From 1995 to 2008, Shane worked in a variety of policy positions for former Virginia Congressman Thomas M. Davis, III, former Fairfax County Supervisor Stuart Mendelsohn, and Virginia Delegate Thomas D. Rust.  He began his practice as a real estate and zoning attorney in 2008 at Cooley LLP, where he had the opportunity to work with clients of all sizes on complex development projects, real estate transactions, business incentives, and public policy initiatives.  He continues to work closely with policymakers on the transformative Comprehensive Plan Amendments for Tysons Corner, the Route 28 area, the Route 1 Corridor, and the Town of Herndon's Transit-Oriented Core.

Shane continues his passion for public policy, working closely with business and trade groups such as the National Association of Industrial and Office Properties, the Greater Reston Chamber of Commerce, the Dulles Regional Chamber of Commerce, the Northern Virginia Chamber of Commerce, the Northern Virginia Transportation Alliance, the Committee for Dulles and the Tysons Partnership to advance critical public policy initiatives.

Reed Adams

Reed Adams served as the State Survey Program Manager from 2011 to 2018 and is currently the Geospatial Program Manager in VDOT’s Location and Design.  Reed’s responsibilities:  include supervising the administrative and technical areas of Geodetic, GIS and Photogrammetric disciplines, participates in the research and development of CADD and survey policies and procedures state-wide, and specifications for state-wide survey, GIS and photogrammetric disciplines, and manages the coordination/oversight of all Survey and Subsurface Utility Engineering (SUE) statewide consultant contracts. 

Mr. Adams has worked in engineering and surveying since 1992 on residential, commercial, and industrial projects providing topographical, boundary, and construction surveys.   Previously, Reed has worked for several engineering and surveying firms across the state.   His duties have included being the Director of Survey, IT and CADD departments. 

Mr. Adams graduated with a Bachelor of Science in Civil Engineering Technology from Old Dominion University in 1992.  He is a licensed Land Surveyor in Virginia and North Carolina.  He is a member of the Virginia Association of Surveyors and the National Society of Professional Surveyors.  Reed resides in Fredericksburg, Virginia with his wife and three children.
