VAS Selects McGuire Woods Consulting for Lobbying Representation

VAS has selected the firm of McGuire Woods Consulting as lobbying consultants before the General Assembly and Virginia state government agencies.  The arrangement was budgeted by the VAS Board of Directors when it approved a 2020 budget at its September 21 meeting in Leesburg. A selection committee including VAS President Gary Faulhaber, Legislative Committee Chair Bruce Frederick and Executive Director John Palatiello developed a request for proposals, interviewed firms, and made the selection, which was endorsed by the VAS Board.

VAS has been without a lobbyist since the economic downturn in 2008.  While the Legislative Committee has monitored activities in the General Assembly and attempted to act when needed, the absence of a lobbyist left Virginia surveyors vulnerable to adverse legislation.  This reached a critical point earlier this year with the enactment of HB 1649, which permitted the establishment of municipal boundaries based on lines from geographic information systems (GIS), apparently without the services of a licensed land surveyor.

I’m pleased to welcome McGuire Woods Consulting to our team and look forward to a productive relationship”, said Faulhaber.

The lead lobbyist for VAS will be L. Preston Bryant, Jr.  A former member of the House of Delegates from Lynchburg and former Secretary of Natural Resources, Bryant was the sponsor of the VAS-supported bill on photogrammetry licensure in 2005 and worked in the surveying community as a partner in the engineering and surveying firm of Hurt & Proffitt, Inc. prior to joining McGuire Woods Consulting.

Under the contract, McGuire Woods will advice, assist, and lobby on behalf of VAS before the General Assembly, DPOR/APELSCIDLA, VDOT, and other state agencies on an agenda developed by the VAS Legislative Committee.  Bryant will soon meet wit the VAS Legislative Committee to plan 2020 priorities and strategies and will be introduced at an upcomign VAS Board of Directdors meeting.
