 NGS and Municipal 2022 Approach

This webinar is a presentation of field operation methods by local NGS staff. The discussion will review the use of geoid models and multiple datums in the NGS field checks. An overview will follow how NGS field crews are preparing for the previously named 2022 datum shift and basic operations from field to finish. The City of Norfolk will take a closer look at the use of field monumentation and passive control for city projects. Issues that may be on the horizon for surveyors and the cities in coordinating on local projects with multiple datums, both current and historical, as well as the deliverables and the effect of a datum change, will also be reviewed.

The webinar will cover the basic drainage that a land surveyor can practice with a land surveyor (LS) license in the Commonwealth of Virginia. It will also provide an overview of the quantity or volume control requirements for stormwater design, defined by the current VDOT Drainage Manual. The session will also cover the difference between what a land surveyor can practice and what a land surveyor B can practice related to stormwater drainage design and site plans. In addition, the session will provide an overview of the quality or pollutant control requirements for a project site, pursuant to Virginia Department of Environmental Quality (DEQ) regulations. Finally, what changed the 16% rule or the simplified method established by the Chesapeake Bay Act and what is the runoff reduction method will be covered.

  Eminent Domain, the "Takings Clause", and the Surveyor

The concept of eminent domain has become of more immediate concern to land surveyors in recent years. This session considers restrictions against uncompensated takings as found both in the state and U.S. Constitution, and illustrates how these concepts can create unexpected complications for land use professionals. Along with the layout of new gas lines, power lines, and highways, associated problems can arise in less obvious circumstances such as construction and maintenance of storm drainage systems and changes in street grades. The framework of “Right of Entry” rules associated with eminent domain is also discussed.
